For the Brownie Layer:

1 ½ cups all-purpose flour (heat-treated)

2 tbsp milk

1 cup mini chocolate chips
For the Chocolate Ganache (Optional Topping):

½ cup heavy cream

Instructions
Step 1: Make the Brownie Layer

Preheat oven to 350°F (175°C). Grease and line a 9-inch round cake pan with parchment paper.

In a large bowl, whisk together melted butter, granulated sugar, and brown sugar.

Add eggs and vanilla extract, whisking until smooth.

Sift in flour, cocoa powder, salt, and baking powder. Mix until just combined.

Pour batter into the prepared pan and bake for 30–35 minutes or until a toothpick inserted comes out with a few moist crumbs.

Let the brownie layer cool completely before adding the cookie dough.
Step 2: Make the Cookie Dough Layer
7. In a bowl, cream together softened butter, brown sugar, and granulated sugar until light and fluffy.
8. Mix in vanilla extract and salt.
9. Add heat-treated flour (microwave for 1 minute to kill bacteria) and mix until combined.
10. Stir in milk to create a smooth, spreadable dough.
11. Fold in mini chocolate chips.
Step 3: Assemble the Cake
12. Once the brownie layer is completely cool, spread the cookie dough evenly on top.
Step 4: Make the Ganache (Optional)
13. Heat heavy cream in a small saucepan until hot but not boiling. Pour over chocolate chips and let sit for 2 minutes.
14. Stir until smooth and glossy, then pour over the cookie dough layer.
Step 5: Chill & Serve
15. Refrigerate the cake for at least 30 minutes to set.
